The Coast Artillery installed Harbor Defense Observation Post #4 approximately 100 feet east of the HDCP - HECP complex at Artillery Hill. The station was a small concrete installation, with a wingwall entrance and a single observation room.

At some point the roof of the station was destroyed, and the interior has been filled with earth and other debris.
